Because the program follows you and not a specific city, your eligible search area is all of Orange County, not one zip code.

You qualify if

  • Active or retired law enforcement, firefighter, EMT, paramedic, dispatcher, or support staff
  • 580+ credit score for FHA financing
  • Debt-to-income at or below 45%
  • Home will be your primary residence

You won't qualify if

  • Credit score below 580
  • Buying an investment property or second home
  • Debt-to-income well above 45% with no compensating factors

California State Program  |  Down Payment & Closing Cost Help

CalHFA MyHome Assistance Program

Up to 3.5% DPA High OC Income Limit 660+ Credit Preferred Most Responders Qualify

California's state housing agency offers down payment and closing cost help up to 3.5% of the purchase price as a deferred silent second loan with no monthly payments. Orange County carries one of the highest income limits in the state, so most first responders land under the threshold. It pairs with FHA, VA, or conventional loans. First responders with prior service should also ask their lender about CalHERO, which can add reduced fees and a cash rebate.

Orange County's CalHFA income limit is among the highest in California. Verify the current figure for your household size at calhfa.ca.gov before you apply.

You qualify if

  • Household income at or below the Orange County CalHFA limit for your family size
  • First-time buyer, meaning no homeownership in the past three years
  • 660+ credit score preferred, 640 minimum for some programs
  • Debt-to-income at or below 45%
  • Complete a HUD-certified homebuyer education course
  • Work with a CalHFA-approved lender

You won't qualify if

  • Household income exceeds the Orange County limit for your size
  • Credit score below 640
  • Owned a home within the past three years
  • Debt-to-income above 45%
  • Your lender is not CalHFA-approved

FHA Loans & Go Direct FHA 100

3.5% Down Standard 0% Down (FHA 100) 580+ Credit Score DTI ≤ 43%

FHA loans are government-backed with flexible credit requirements and a down payment as low as 3.5%. First responders may qualify for Go Direct FHA 100, which delivers 100% financing through a combined first and second mortgage for zero down. Not every lender advertises it, so ask for it by name.

Ask your lender directly: "Do you offer Go Direct FHA 100 for first responders?" It can mean buying with nothing down.

You qualify if

  • Credit score 580+ for 3.5% down, or 500 to 579 with 10% down
  • Debt-to-income at or below 43%, up to 50% with compensating factors
  • Two years of steady employment in the same field
  • Complete an approved homebuyer education course
  • Primary residence only, single family, condo, townhome, or duplex

You won't qualify if

  • Credit score below 500
  • Debt-to-income exceeds 50% with no compensating factors
  • Foreclosure within the past three years or Chapter 7 within two years
  • Buying a vacation or investment property

For Responders With Prior Military Service  |  Zero Down  |  No PMI

VA Home Loan

0% Down Payment No PMI 580–620+ Credit DTI ≤ 41%

Many Orange County first responders served in the military before joining the department. If that's you, a VA loan is one of the most powerful benefits available, with zero down payment, no private mortgage insurance, and competitive rates. The VA sets no minimum credit score, though lenders typically look for 580 to 620. Strong residual income can offset a higher debt-to-income ratio.

Prior military plus a first responder career means two sets of benefits. A VA loan stacks cleanly with Homes for Heroes savings at closing.

You qualify if

  • Veteran with 90 days wartime or 181 days peacetime active service
  • National Guard or Reserve with 6 years service or 90 days federal activation
  • 580 to 620+ credit score, lender-specific
  • Debt-to-income at or below 41%, residual income can offset higher
  • Obtain your Certificate of Eligibility, your lender can pull it
  • Primary residence purchase only

You won't qualify if

  • No prior military service
  • Dishonorable discharge
  • Chapter 7 bankruptcy within the past two years
  • Foreclosure within the past two years
  • Buying a non-primary residence

The HELPER Act of 2025

Watch This

A bipartisan bill in Congress that would eliminate down payment and mortgage insurance requirements entirely for law enforcement, firefighters, EMTs, paramedics, and teachers buying their first home. If it passes, it would be the most impactful first responder home buying benefit ever created. As of mid-2026 it has not become law, so it cannot be used today. I track it closely and will flag you the moment it moves.

Orange County responders would be among the first to benefit given local home prices. Monitor progress at congress.gov.

First responder home buying in Orange County

What home buying programs are available for first responders in Orange County?
Orange County police officers, sheriff's deputies, firefighters, EMTs, and paramedics can tap several programs, including Next Door Programs grants and down payment assistance, the HUD Good Neighbor Next Door 50% discount, CalHFA MyHome down payment assistance, FHA and Go Direct FHA 100 financing, Homes for Heroes closing savings, and VA loans for those with prior military service. Most can be combined.
Do I have to be a first-time buyer to qualify?
Not always. CalHFA MyHome requires first-time buyer status, meaning no homeownership in the past three years. Good Neighbor Next Door allows prior homeownership as long as you meet the 36-month occupancy commitment. Homes for Heroes and VA loans carry no first-time buyer requirement at all.
Can I combine more than one program?
Yes, and you should. Most of these are built to stack. A common combination is a Next Door Programs grant plus CalHFA down payment assistance plus Homes for Heroes closing savings. With prior military service, a VA loan can replace CalHFA and still layer Homes for Heroes on top.
Do these programs only apply to certain Orange County cities?
Most are countywide. National and federal programs apply across Orange County, and statewide programs like CalHFA cover the entire county. Good Neighbor Next Door is the exception, limited to HUD-owned homes in designated revitalization areas, and that inventory changes weekly.
I'm retired from the department. Do I still qualify?
In many cases, yes. Homes for Heroes and several Next Door Programs benefits extend to retired law enforcement and first responders. Eligibility varies by program, so confirm your status before you start shopping and we'll build the plan around it.
